Recycling Budget cuts

Check out this article on recycling and the budget cuts that are happening.  It is interesting to think that cities should make more on the recycling then what it costs. I wonder if recycling was always set up to be for profit.  Austria outlawed land fills; which means everything has to be reused and or made of something that can be reused.   If you have any tips on recycling and budget cuts please post them now!
