At what age does a teen age start in a bathing suit become ok for the paparazzi to start photoing?

15, 17, 18?  Recently on people.com there were photos of  Miley Cyrus at the beach.  Is that appropriate?  She is not a legal adult yet.  I wonder at what point do we as society actually think this is weird?  Wrong?
